CECF is a non-profit organization registered with the Ministry of Social Solidarity that develops and applies long-lasting quality programs that address the needs of Egyptian culture and society. It was founded by the Egyptian scientist and scholar Souheir Eldefrawy Elmasry, PhD, who creates its programs and books.

CECF is built on the notion that culture is an essential support for social development and economic progress.
